TAMWA-ZANZIBAR kuadhimisha siku ya siku ya wanawake dunia tarehe 15/3/2023 kwa kuandaa kongamano litakalojadili matumizi sahihi ya teknolojia, changamoto na faida zake kwa wanawake.

Matumizi sahihi ya kiteknolojia yalete uwiano wa kijinsia

Chama cha Waandishi wa Habari Wanawake Tanzania, Zanzibar (TAMWA ZNZ) kitaadhimisha siku ya wanawake dunia tarehe 15/3/2023 kwa kuandaa kongamano litakalojadili masuala ya matumizi sahihi ya teknolojia, changamoto na faida zake kwa wanawake na jamii kwa ujumla, sambamba na kuangalia umuhimu wa matumizi ya kiteknolojia katika taasisi za sheria ili kuharakisha upatikanaji wa haki.

Hafla hiyo itafanyika katika ukumbi wa Umoja wa Watu wenye Ulemavu Zanzibar (UWZ) uliopo Kikwajuni kuanzia saa 2:30 asubuhi ambapo itahusisha washiriki muhimu kutoka katika taasisi za kiserikali na zisizo za kiserikali ambazo zinajihusisha na masuala ya kisheria, haki za binadamu, elimu na wanamtandao wa kupinga vitendo vya udhalilishaji.

Matumizi ya teknolojia kwa taasisi zinazo simamia sheria yatasaidia kurahisisha upatikanaji wa haki kwani yatawezesha kufanyika upelelezi na kukusanya ushahidi kwa njia mbalimbali, kama ilivyoelezwa katika sheria ya ushahidi Na.9 ya mwaka 2016.

Sehemu ya tatu kifungu Na. 16 cha sheria hiyo kinaeleza mbele ya Mahakama ushahidi wa kieletroniki unakubalika “Kukubali maana yake ni, maelezo ya mdomo au maandishi au yaliyomo katika mfumo wa kieletroniki, ambayo yanatoa muelekeo katika hoja inayobishaniwa au hoja inayohusika na ambayo imefanywa na watu wa aina yoyote na katika mazingira yaliyotajwa.”

Katika  kifungu 42 katika mienendo ya kesi za jinai kifungu kidogo cha (a),(b)na(c) vinaelezea ushahidi wa kielotroniki, kifungu kidogo (a) kinaeleza kuwa “taarifa zilizopatikana kutoka katika mfumo wa kompyuta, mitandao au mfumo wa kuhifadhia taarifa yatakubaliwa katika ushahidi”. wakati kifungu kidogo (b) kinaeleza kuwa “kumbukumbu zilizopatikana kupitia uchunguzi kwa njia za kulinda taarifa zinazojumuisha mashine ya barua pepe, uwasilishaji wa kielektroniki,” (c) mfumo wa kurikodi matukio ya sauti au ya picha au tabia au mazungumzo ya watu walioshtakiwa, yatakubaliwa katika ushahidi.

Aidha, TAMWA ZNZ inatoa wito kwa taasisi zote zinazosimamia vitendo vya udhalilishaji kuhakikisha miundombinu inaimarishwa na kuwa ya kisasa zaidi ili kuwezesha matumizi ya kiteknolojia yatakayorahisisha upatikanai wa haki na kwa wakati. Moja ya agenda kuu ya serikali zote mbili ni suala zima la haki jinai ambalo ndio msingi mkuu wa utawala wa sheria na upatikanaji wa haki.

Matumizi sahihi ya teknolojia ya kisasa yatarahisisha uwajibikaji na upatikanaji haki ili kuwajengea imani wananchi.

Wakati dunia ikiadhimisha siku ya wanawake duniani jamii inapaswa kuelewa umuhimu wa wanawake unaoenda sambamba na matumizi sahihi ya teknolojia yatakayoleta maendelo kwa wote na kufikia uwiano wa kijinsia na sio matumizi yatakayochangia kuendeleza udhalilishaji na ukatili.

Siku ya Kimataifa ya Wanawake Duniani huadhimishwa kila mwaka ifikapo tarehe 8 Machi ikiwa na lengo la kutoa fursa kwa wanawake, taasisi za kiserikali na asasi za kiraia na wadau mbalimbali kupata fursa ya kukaa pamoja kujadili mafanikio na changamoto zinazomkabili mwanamke katika jamii na pia kutafakari jinsi ya kuyafikia malengo ya maendeleo endelevu ifikapo 2030.

Bado kuna changamoto nyingi zinazowaandama wanawake zikiwemo matumizi yasio sahihi ya teknolojia yanayopelekea kuendeleza vitendo vya udhalilishaji na ukatili wa kijinsia hasa kwa wanawake na watoto.

Kauli mbiu ya TAMWA ZNZ mwaka huu ni “Tuhimize mtumizi sahihi ya kiteknolojia ili yalete uwiano wa kijinsia” Kauli mbiu hii inakwenda sambamba na kauli mbiu ya kitaifa isemayo “Wekeza Ubunifu na matumizi sahihi ya Teknolojia kwa usawa wa Kijinsia”  ambapo kauli mbiu zote zinasisitiza umuhimu wa mtumizi sahihi ya teknolojia katika nyaja zote ili kufikia usawa wa kijinsia na maendeleo endelevu kwa wote.

The appropriate use of technology to bring gender relations

Tanzania Media Women Association, Zanzibar (TAMWA –ZNZ) will celebrate International Women’s Day on 15/3/2023 by organizing a symposium that will discuss issues on the appropriate use of technology, its challenges and benefits to women and society in general, alongside looking at the importance of the use of technology in the judiciary to expedite justice.

The event will be held at Zanzibar Association of the People with Disability (UWZ) Kikwajuni starting at 2:30 am where it is expected to attract participants from governmental and non-governmental institutions whom they are involved in legal issues, human rights, education and GBV Networks.

The use of technology for the judiciary and law enforcement agencies will help facilitate access to justice as it will enable investigation and evidence collection in various ways, as stated in the evidence Act No. 9 of 2016.

Part three article no. 16 of the Act states that electronic evidence is acceptable before the court, “An admission is a statement, oral or documentary, or contained in electronic form which suggests an inference as to any fact in issues or relevant fact and which is made by any of the persons and under the circumstances hereinafter mentioned”.

In section 42 in any criminal proceeding subsection (a), (b) and (c) describes electronic evidence, subsection (a) an information retrieved from computer systems, networks or servers shall be admissible in evidence, (b)the records obtain through surveillance of means of preservation of information including facsimile shall be admissible in evidence, electronic transmission and communication facilities, (c) the audio or video recording of facts or behaviour or conversation of the person charged shall be admissible in evidence.

Furthermore, TAMWA ZNZ calls for all institutions that working on issues related to gender based violence (GBV) to ensure that the infrastructure is strengthened, be modernized to facilitate the use of technology that will facilitate access to justice, and timely dispensation of justice.  One of the main agenda of both governments is to ensure and guarantee rule of law is observed by ensuring that criminal justice system is taking place accordingly which is the basic of rule of law and access to justice.

The suitable use of modern technology will facilitate accountability and access to justice in order to build public confidence, and reduce the degree of sexual abuse particularly targeting women by using technology perhaps online communication.

When the world celebrates International Women’s Day, society at larger, should understand the importance of women that goes hand in hand with the correct use of technology that will bring development to all and achieve gender equality/balance and not use that to contribute promoting humiliation and cruelty.

International Women’s Day is celebrated every year on the 8th of March with the aim of providing an opportunity for women, governmental institutions and civil organizations and various stakeholders to have the opportunity to sit together to discuss the successes and challenges facing women in society and also reflect on how to achieve the goals of sustainable development by 2030.

Notwithstanding, there are still existing challenges jostling women, including the incorrect use of technology that leads to the promotion of sexual harassment and violence, especially for women and children.

TAMWA ZNZ theme for this year is “Encourage the correct use of technology to bring gender relation” This motto goes in line with the national theme that says “Invest in Innovation and the correct use of Technology for Gender Equality” where all slogans emphasize the importance of the right user of technology in all fields to achieve gender equality and sustainable development for all.
